The establishment conference of the Northeast Asia Rule of Law Research Academic Exchange Base in Heilongjiang Province and the Longjiang Social Science Academic Forum on "Modernization of Chinese Rule of Law and Development of Foreign related Rule of Law

On August 25th, the inauguration of the Northeast Asia Rule of Law Research Academic Exchange Base in Heilongjiang Province and the "Chinese-Style Rule of Law Modernization and Heilongjiang's Foreign-Related Rule of Law Development" Longjiang Social Science Forum were held at the Jingu Building in Harbin. The conference was hosted by Heilongjiang University, organized by the Northeast Asia Rule of Law Research Academic Exchange Base of Heilongjiang Province and the Heilongjiang University Law School, and co-organized by Heilongjiang Youxiang Law Firm and Heilongjiang Huaqian Law Firm. Wang Hongyu, Vice Chairman of the Heilongjiang Provincial Federation of Social Sciences, Wang Jingbo, President of Heilongjiang University, Ma Lin, Director of the Working Department of the Heilongjiang Provincial Federation of Social Sciences, relevant responsible persons from the School of Law, and more than 30 experts and scholars from domestic universities and practical departments attended the conference.

The conference was divided into two sessions, with the first session chaired by Sun Shiping, Party Secretary of the Heilongjiang University Law School.

Wang Jingbo, President of Heilongjiang University, outlined requirements and expectations for the construction of the base. She pointed out that the Northeast Asia Rule of Law Research Academic Exchange Base in Heilongjiang Province is an open and diverse academic exchange platform. This platform will further promote the exploration and excavation of Russian law and the legal systems and cultures of related countries in Northeast Asia, helping to create a distinctive academic research brand. At the same time, she emphasized that the development and construction of the Northeast Asia Rule of Law Research Academic Exchange Base should pay more attention to the close integration of theory and practice, to realize rule of law exchanges, cooperation, and mutual learning in Northeast Asia.

Ma Lin, Director of the Academic Work Department of the Heilongjiang Provincial Federation of Social Sciences, focused on introducing the construction of the Heilongjiang Province Academic Exchange Base and read the approval document for the establishment of the Northeast Asia Rule of Law Research Academic Exchange Base. She noted that the base should closely follow the development needs of the new era, focus on major issues related to Chinese-style modernization and comprehensive deepening of reform, and conduct in-depth research and exchanges around areas such as legal construction under Northward Opening Strategy.

At the end of the first session, Ha Shuju, Director of the Northeast Asia Rule of Law Research Academic Exchange Base and Dean of Heilongjiang University Law School, gave a speech about the organizational work of the base. She emphasized that the Northeast Asia Rule of Law Research Academic Exchange Base in Heilongjiang Province would closely align with national strategic needs, and many important directions would also be attached importance to, such as law Northeast Asia construction, the development of HeiLongjiang province and think tank consulting services as key work directions, in order to build an academic exchange platform and strive to produce more exemplary outstanding results. She stated that in the future, scientific guidance of the research base would be achieved by encouraging scientific research projects, producing a series of rule of law books, establishing forums on Chinese-style rule of law modernization, initiating Northeast Asia Legal Forums, etc.

The second session of the conference was chaired by Deng Qibin, Deputy Director of the Northeast Asia Rule of Law Research Academic Exchange Base and Professor at the Heilongjiang University Law School.

Professor Ma Changshan, the dean of the Digital Rule of Law Research Institute of East China University of Political Science and Law, gave a speech titled "The Rule of Law Dimension of Chinese Modernization". He pointed out that China's rule of law should not only construct an independent knowledge system but also possess Chinese characteristics. In the digital age, the digitization of people, relationships, mechanisms and the whole world has had a profound and complex impact on China's construction and development of the rule of law. Meanwhile, he emphasized that as a scientific researcher, one should harness strengths and strive to produce higher-quality achievements to contribute more to the development of Chinese modernization.

Director Li Dianbiao of the Law Institute of Heilongjiang Academy of Social Sciences gave a speech titled "Theoretical Reflection and Practical Approaches to Artificial Intelligence Legislation". He elaborated specifically on the current legislative situation of artificial intelligence, the basic principles of artificial intelligence legislation and the choice of models. He emphasized that artificial intelligence legislation is an extremely complex theoretical and practical issue, and it cannot be scientifically understood and regulated in the short term. Long-term research and exploration are needed.

Professor Yang Changyu of the Law School of Yangzhou University gave a speech titled "The Issue of National Language Security Governance in the Former Russian-speaking Areas along the 'Belt and Road'". She elaborated specifically on the definition of the studied issue, the significance of the studied issue and how to deepen relevant research. She pointed out that it is necessary to comprehensively grasp the governance logic of language security in various countries, the discourse space of language security governance in various countries and check the language security issues in the corresponding process of jointly building the "Belt and Road".

Ma Wenjing, the deputy chief judge of the Third Civil Division of the Heilongjiang High People's Court, gave a speech titled "Providing More Powerful Judicial Service Guarantee for Building a New Highland of Opening up to the North". She mainly elaborated on the work situation of Heilongjiang courts in foreign-related trials and foreign-related judicial services. She pointed out that in promoting the innovative development of Heilongjiang's foreign-related rule of law with high-quality foreign-related justice, Heilongjiang courts not only build a professional trial team with high standards but also take the initiative to play their trial functions, perform judicial functions and improve the level of rule of law service guarantee for the new highland of opening up to the north.

Associate Professor Wang Jiahui, an associate professor of the Law School of Heilongjiang University, the director of the Sino-Russian Legal Research Center of Heilongjiang University and the deputy director of the Heilongjiang Provincial Academic Exchange Base for Northeast Asian Rule of Law Research, gave a speech titled "The Realistic Basis and Practical Paths of Sino-Russian Judicial Cooperation under the Background of the New Era's Strategic Collaboration". She pointed out that efforts should continue to promote the improvement of judicial assistance treaties between China and Russia, use modern technologies such as artificial intelligence to improve cross-border assistance conditions and build an information exchange platform for network judicial cooperation so as to fully realize the judicial cooperation between China and Russia under the background of the new era's strategic collaboration.

During the free speech session, Zhu Wenyu, the dean of the School of Humanities and Law of Northeast Forestry University, and Chen Zhuo, the director of Heilongjiang Youxiang Law Firm, expressed their hope that all parties would strengthen cooperation and exchanges in the research on the rule of law in Northeast Asia in the future and jointly contribute to the construction and development of the rule of law in Heilongjiang.
