TheHeilongjiang ProvinceUniversityLiberal Arts Achievements TransformationAssociationwas establishedon October 10thto facilitatethe transformation and industrialization of more scientific research achievements inHeilongjiang Province,focus on building an innovative Heilongjiangandacceleratethe revitalization of science and education.It also aimedatimplementingthe spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the Sixth Plenary Session of the 13th Provincial Committee, andatactively respondingto the call of the Provincial Science and Technology Conference and the Provincial Science and Technology Award Conference.ThisAssociation was initiated by the Education Department of Heilongjiang Province, led by Heilongjiang University, and jointly founded by 36 units including provincial universities, research institutes, and investment and financial instututions.

In the morning of October 10th, the inaugural meeting of theAssociation was held in Mohe City. Relevant personnel attended the meeting, including Pan Junxia, alevel 2 consultant from theDivisionof Science, Technology, and Informatization of the Education Department of Heilongjiang Province, Wang Jingbo, the president of Heilongjiang University, Wang Yueran, a member of the Party Leadership Groups and Deputy Commissioner of the Daxing’anlingPrefectural AdministrativeOffice, and other responsible representatives from 36 council units of theAssociation. Co-hosted by Heilongjiang University and the Daxing’anlingPrefectural AdministrativeOffice,themeeting is an event for school-locality cooperation, aimingto enable the scientific research achievements of colleges and universities to enter enterprises to promote technological innovation, enter townships to boost rural revitalization and enter industrial parks to drive industrial transformation.

Heilongjiang University was elected as the firstchairunit of theAssociation, while Harbin Normal University and Harbin Institute of Technology were elected as vice chairunits. Wang Jingbo, the president of Heilongjiang University, was elected as the firstchair person, whileLi Lin, the vice president of Harbin Normal University, and Cui Yang, the deputydeanofSchool ofScience andIndustrialTechnology at Harbin Institute of Technology, were elected asthe firstvice chair persons. Zhu Zhiyong, thechiefof the Social Sciences Divisionat Heilongjiang University, was appointed as the first secretary-general of council secretariat of theAssociation.

The attending leaders jointly initiated the Heilongjiang ProvinceUniversity Liberal Arts Achievements TransformationAssociation.

Wang Jingbo, Wang Yueran, and Pan Junxia awarded plaques to the member units of the first council.

The meeting announced the relevant requirements for the“Northern Lights” Cup Creative Cultural Tourism Product Design Competition in the Daxing’anling region.

With the consent of the Association council during the meeting, the next organizer for school-locality cooperation is Fuyuan City. Zhang Pingwei,deputymayor anda member of the Standing Committee of CPC Mohe Municipal Committee, presentedaflag to the representative of Fuyuan City.

In the training and sharing session, Chang Shan,dean of Institute of Manchu Studies atHeilongjiang University,as well as others delivered keynote speeches. Wang Zhen,deputydirector of the Provincial Intangible Cultural Heritage Research Base andfaculty member of School of History, Cultureand Tourism atHeilongjiang University, officially released the first“Blue Book on the Development ofHealth and Wellness Tourism IndustryinHeilongjiang Province”.
