On November 4th, Heilongjiang University hosted the inauguration of Northeast Asia Legal Discovery and Mediation Research Center, the first of their kinds in the Northeast region, which were jointly established by Heilongjiang University, the Heilongjiang Provincial Higher People’s Court and the Department of Justice of Heilongjiang Province. The ceremony was graced by speeches fromChi Baoxu, Secretary of the Party Committee of HeilongjiangUniversity, Ma Guo, Deputy President of the People's Courtof Heilongjiang Province, and Liu Yong, Deputy Director of the Department of Justice of Heilongjiang Province. Among the guests present at the ceremony were Jiang Jianguo, Deputy Director of the Heilongjiang Province Department of Public Security, Liang Kai, Deputy Director of the State-owned Assets Supervision and Administration Commission of Heilongjiang Province, Wei Hongbing, Vice Chairman of the Federation of Industry and Commerce of Heilongjiang Province, Leng Xiuyan, Vice President of the Heilongjiang Law Society, Zhu Ping, level-2 Inspector of the Foreign Affairs Office of People's Government of Heilongjiang Province, Luo Qingyong, level-2 Inspector of the Heilongjiang Province Department of Commerce, and Yu Wenxiu, Vice President of Heilongjiang University.

The occasion was marked by the signing of the joint-establishment agreements for Northeast Asia Legal Discovery Center by Heilongjiang University, the Department of Justice of Heilongjiang Province and the Heilongjiang Provincial Higher People's Court, and forMediation Research Centerby Heilongjiang University and the Department of Justice of Heilongjiang Province. In addition, cooperation agreements were signed between the Mediation Research Center and the Hong Kong International Mediation Centre Company Limited and the Shanghai Qingpu Yinzhi Financial Dispute Mediation Center respectively, and between the Northeast Asia Discovery Center and Tongfang Knowledge Network Digital Publishing Technology Company Limited. Meanwhile, the Law School of Heilongjiang University signed a cooperation agreement on the Development Fund for Foreign-related Legal Service Talents with Yingke (Harbin) Law Firm. Representatives of all parties unveiled the nameplates for Northeast Asian Legal Discovery Center, Mediation Research Center and the Harbin Representative Office of the Hong Kong International Mediation Centre.

At the ceremony, entrusted service agreements were also signed and the first batch of 47 representatives of foreign-related mediators were awarded with letters of appointment in front of an audience of over 180. They were relevant functionaries from the Department of Justice of Heilongjiang Province, the Heilongjiang Provincial Higher People's Court, Heilongjiang Province Department of Public Security, Heilongjiang Province Department of Commerce, the State-owned Assets Supervision and Administration Commission of Heilongjiang Province, the Foreign Affairs Office of People's Government of Heilongjiang Province, the Federation of Industry and Commerce of Heilongjiang Province, and Heilongjiang Law Society, relevant staff and faculty members from various administrative departments and the Law School of Heilongjiang University, relevant members from the Heilongjiang Lawyers Association, the Heilongjiang Notary Association, the Harbin Representative Office of the Belt and Road International Lawyers Association, the Harbin Municipal Bureau of Justice, and the Harbin Arbitration Commission, heads of the Heilongjiang Province-Russia Economic and Trade Investment Chamber of Commerce, XY Group, the China-Russia International Agricultural Products Trading Center, the Deshen International Business Social Platform and some commercial mediation organizations, as well as representatives of foreign-related mediators.
